According to the citation, officers responded to a call of domestic disturbance in progress at a Middlesboro apartment.
Upon arriving on the scene, officers heard screaming and other noises coming from the apartment. A woman opened the door. The woman’s forehead was bleeding. She advised officers, Parks had struck both her and her mother and was still inside.
Once Parks was handcuffed, Barnes noticed one of the women had red handprints on her person. Another male at the scene had red handprints on his neck and throat. The male advised police he had attempted to get Parks away from the two females, at which time Parks turned, put his hands around the male’s throat and choked him to the point of passing out.
